December 28, 2022 Opinion or Order Filing 2 MEMORANDUM ORDER (Directing Petitioner to Complete and Return Form)- If Petitioner wishes to proceed pursuant to 28 U.S.C. 2254, he must file a petition for a writ of habeas corpus on the proper form.
