ORDER - After due consideration, the Court concludes that Klein is unable to pay the required fees. Accordingly, the Application is provisionally GRANTED. (ECF No. #8 ). Klein may proceed in this case without paying the Court's filing fee. The Court hereby ORDERS that the Clerk shall provisionally file the profferedComplaint; and it is further ORDERED that, no later than March 1, 2023, Klein shall file an Amended Complaint, with a Ghostwriting Form attached, which outlines in simple and straightforward terms why Klein thinks that he is entitled to relief and why the Court has jurisdiction over his case. Klein is ADVISED that the failure to strictly comply with the Court's directives and with applicable rules will result in DISMISSAL OF THIS ACTION WITHOUT PREJUDICE for failure to prosecute. ORDER - After due consideration, the Court concludes that Klein is able to pay the required fees. Accordingly, the Court DENIES the 2 Application. Klein may not proceed in this case without paying the Court's filing fee. Klein did not submit a Rule 83.1 Certification (a "Ghostwriting Form") with his filings. Therefore, the Court ORDERS Klein to file a Ghostwriting Form for the Application, (ECF No. 2), and his Complaint, (ECF No. #1 ), within FOURTEEN (14) days of the date of this Order. Failure to comply with this request will result in the case being dismissed without prejudice. The Court DIRECTS the Clerk to send copies of the Ghostwriting Form to Klein at his address of record. Furthermore, the Court DENIES AS MOOT Klein's United States notices, he must complete the E-Noticing Registration Request for Pro Se Litigants (the "E-Noticing Form").
