ORDER- The Court concludes that Smith is unable to pay the required fees. Accordingly, the Application to proceed in forma pauperis is provisionally GRANTED #1 . Smith may proceed in this case without paying the Court's filing fee. The Court hereby ORDERS that the Clerk shall provisionally file the proffered Complaint; and it is further ORDERED that, no later than September 17, 2023, Smith shall file an Amended Complaint, with a Ghostwriting Form attached, which outlines in simple and straightforward terms why Smith thinks that he is entitled to relief and why the Court has jurisdiction over his case. Smith is ADVISED that the failure to strictly comply with the Court's directives and with applicable rules will result in DISMISSAL OF THIS ACTION WITHOUT PREJUDICE for failure to prosecute.
