November 13, 2023 Opinion or Order Filing 3 ORDER that the Court hereby DENIES #2 Motion for Leave to Proceed in forma pauperis. Plaintiff must complete the Motion for Leave to Proceed in forma pauperis for the U.S. District Court for the Eastern District of Virginia, which is available on the Court's website. Within 21 days of this Order, Plaintiff shall file a particularized amended complaint that outlines in simple and straightforward terms why Plaintiff thinks that she is entitled to relief and why the Court has jurisdiction over this case.
