MEMORANDUM ORDER - The Application is provisionally GRANTED. (ECF No. #1 .) Mr. Anderson may proceed in this case in forma pauperis, i.e., without paying the Court's filing fees and costs. However, the Court concludes that Mr. Anderson's Complaint suffers from defects that prevent the action from proceeding. For the reasons articulated above, the Court DISMISSES this action without prejudice. Mr. Anderson does not request, and the Court does not grant, leave to amend, rendering this order final and appealable. Mr. Anderson is advised that he has the right to appeal the decision of the Court. Should he wish to do so, written notice of appeal must be filed with the Clerk of the Court within sixty (60) days of the date of entry hereof.
