FINAL ORDER: It is hereby ORDERED that the complaint in this matter is DISMISSED in its entirety. All claims under 1983 are DISMISSED WITHOUT PREJUDICE, pursuant to 28 U.S.C. 1915A, for failure to state a claim for which relief can be granted. The court declines to exercise jurisdiction over any state-law claims, and those claims are DISMISSED WITHOUT PREJUDICE. All pending motions, including Martin's "request for discovery," (Dkt. No. 6), are hereby DENIED AS MOOT.
