Thomas are DISMISSED with prejudice for failure to state a claim for which relief may be granted. Pursuant to 28 U.S.C. 1915A(b)(2), plaintiff's claim against Brandon Goins is DISMISSED so barred by absolute immunity. To the extent the complaint may be construed as a petition for habeas corpus under 28 U.S.C. 2241, the claims have not been properly exhausted, and the petitioner is DISMISSED without prejudice.
