Accordingly, respondent's 7 Motion to Dismiss is GRANTED. Furthermore, petitioner's 1 § 2241 Petition is DENIED and DISMISSED WITH PREJUDICE. Further, this Court concludes that the petitioner's 22 Motion to Expedite and 23 Motion For Expedited Ruling are DENIED AS MOOT.
