Filing 195 JUDGMENT pursuant to the Court's previous 189 Order, and the 194 Opinion and Order entered on this date detailing the Court's rationale, the Court denies plaintiffs Ronald Duhe, Mark Holick, and Spirit One Christian Center, Inc. 9;s 100 second motion for partial summary judgment. The Court grants defendants Sidney Allen and the City of Little Rock, Arkansas's 134 motion for summary judgment. Finally, the Court grants defendant Pulaski County's 138 motion for summary judgment.
