Plaintiff shall have 30 days from the date of this Memorandum and Order to amend his Complaint to clearly state a claim upon which relief may be granted against Roloff Construction Company, the City of Omaha, OSHA, and "private contracted wor kers" in accordance with this Memorandum and Order.
