October 17, 2019 Opinion or Order Filing 2 ORDER: On 10/11/2019, the petitioner, an inmate confined at the Maxwell Federal Prison Camp, filed a document styled as an #1 Application for Habeas Corpus" and the Clerk therefore input this case as a 28 U.S.C. 2241 petition for writ of habeas corpus. However, a thorough review of the petition establishes that the petition seeks relief for alleged "emergency medical treatment deficiencies, which have life threatening possibilities." It is ORDERED that the instant case be construed as a Bivens-type civil action seeking declaratory and injunctive relief for an alleged violation of the inmate-plaintiff's constitutional rights a federal official.
