ORDER adopting in their entirety 3 Proposed Findings and Recommendations in all respects. Accordingly, the Court denies Mr. Addison's motion to proceed in forma pauperis, and this case is dismissed without prejudice. If Mr. Addison wants to continue this case, he must submit the statutory filing fee of $400 to the Clerk of the Court within fourteen days of the date of this Order, together with a motion to reopen the case.
