ORDER granting #5 & #6 Motions to proceed in forma pauperis. McMullan's custodian is directed to collect an initial partial filing fee of $28.12 from his institutional account and forward that amount along with future monthly payments to the Clerk of the Court until a total of $350 has been paid. The Clerk is directed to send a copy of this Order to the Administrator of the NEACCC. McMullan may proceed with his inhumane conditions of confinement and retaliation claims against Defendant Warden Mapes. The clerk is directed to designate #7 Addendum as an "Amended Complaint". The Clerk is directed to prepare a summons for Mapes and the U.S. Marshal is directed to serve the Amended Complaint and this Order on Mapes without prepayment of fees and costs or security therefor.
