Plaintiff's unlawful arrest and malicious prosecution claims are dismissed with prejudice. The Court declines to exercise jurisdiction over Plaintiff's state-law defamation claim, and it is thus dismissed without prejudice. The Court certifies, pursuant to 28 U.S.C. 1915(a)(3), that an in forma pauperis appeal taken from this Judgment or the accompanying Order would not be taken in good faith. Signed by Judge Lee P. January 22, 2020 Opinion or Order Filing 11 ORDER granting #7 and #9 Motions to proceed in District Court without prepayment of fees or costs with affidavit. Plaintiff's present custodian is directed to collect the initial partial filing fee from Plaintiff's institutional account and forward it along with future monthly payments to the Clerk of Court until the total of $350 has been collected. The Clerk of the Court is directed to send a copy of this Order to the Administrator of the Mississippi County Detention Center. #10 Motion is denied as moot.
