Filing 4 ORDER: Reed's #1 application to proceed in forma pauperis is granted. Reed's claims cannot proceed. Neither the Mississippi County Jail nor the Mississippi County Sheriff's Department are entities that can be sued under 1983. While he may have a state law claim for loss of his property, the Court declines to exercise supplemental jurisdiction over it.
