PROPOSED FINDINGS AND RECOMMENDATIONS that Plaintiff be allowed to proceed with his inadequate medical care claim against Defendant Nunag. Defendants Payne and CCS be dismissed without prejudice because Plaintiff has failed to plead a plausible claim against them.
