For the reasons stated on the record in today's hearing, the request for a TRO is denied without prejudice. The plaintiff has provided the Court with absolutely zero evidence -- no affidavits, no documents, etc. -- to support any of her claims. Without any evidence whatsoever to support the allegations made in her Complaint and the arguments made in her Motion, the Court cannot help but conclude that she has an extremely low probability of success on the merits. Given the extremely low probability of success, the Court would not issue a TRO even if all the other factors weighed heavily in plaintiff's favor. However, the Court has invited plaintiff, who is pro se, to amend her motion for a preliminary injunction by adding evidentiary support -- affidavits, documents, etc. -- and refining her legal arguments. Defendants will have seven days to respond from the date that plaintiff files an amended preliminary injunction motion. The Court will then quickly hold a preliminary injunction hearing.
