PROPOSED FINDINGS AND RECOMMENDATIONS that Plaintiff be allowed to proceed with his inadequate medical care claim against Defendant Cobbs in her individual capacity only. Plaintiff's official capacity claim against Defendant Cobbs be dismissed without prejudice. Defendants Ramsey and TurnKey Health be dismissed without prejudice from this lawsuit. The Court certify, pursuant to 28 U.S.C. 1915(a)(3), that an in forma pauperis appeal from an order adopting these recommendaitons would not be taken in good faith.
