RECOMMENDED DISPOSITION that Plaintiff's claims against Defendants United States of America, PCRDF, and the Pulaski County Sheriff's Office be dismissed with prejudice. Plaintiff's claims against Defendant Higging be dismissed without prejudice. This case be closed. Dismissal be counted as a "strike" under 28 U.S.C. 1915(g). The Court certify, pursuant to 28 U.S.C. 1915(a)(3), that an in forma pauperis appeal from this order would not be taken in good faith.
