ORDER Adopting 4 Proposed Findings and Recommendation. Motion 1 to Proceed in forma pauperis, denied. Motions 3 and 5 for Preliminary Injunction are denied. Kennedy's complaint will be dismissed without prejudice. If he wants to pro ceed with this case, then he must pay the $400 filing and docketing fees and file a motion to reopen by 8/17/2017.
