When a Plaintiff pays the filing fee, he is responsible for paying all costs associated with the lawsuit including the cost of service on the Defendants. When a Plaintiff proceeds IFP, the Court bears these costs.If Plaintiff wishes to re-submit an IFP application, he must do so by no later than September 11, 2023. The Clerk is directed to send the Plaintiff an IFP application. If Plaintiff submits an IFP application, he is advised he must answer all questions on the application. No question may be left blank.
