Because Court concludes that Petitioner is still in custody for purposes of Section 2241, or is subject to "collateral consequences" of the prior detention, Co urt declines to to dismiss the petition as moot. Court stays any further proceeding on the merits in this case pending resolution of Petitioner's administrative appeal to the Administrative Appeals Office.
