ORDER (Clerk) denying as moot motion to to stay. There is no basis for granting that relief. The obligation to pay the filing and docketing fees immediately attached upon the filing of an appeal. The Court will not make that obligation contingent on a determination concerning jurisdiction. If a party wishes to prosecute an appeal, they must be prepared to comply with fee requirements.
