The request for an immediate administrative stay is denied. See Doe #1 v. Trump, 944 F.3d 1222, 1223 (9th Cir. 2019). Given that the district court found that the employees were wrongfully terminated and ordered an immediate return to the status quo ante, an administrative stay of the district courts order would not preserve the status quo. It would do just the opposite -- it would disrupt the status quo and turn it on its head. See National Urban League v. Ross, 977 F.3d 698, 700-01 (9th Cir. 2020).
