MINUTE ORDER directing Plaintiff to serve Defendants with a summons and a copy of the #4 Amended Complaint by March 17, 2022. See Fed. R. Civ. P. 4(m) (stating that if a "defendant is not served within 90 days after the complaint is filed, the court... must dismiss the action without prejudice."). Plaintiff is required to file proof of service, see Fed. R. Civ. P. 4(l), under the methods listed in Federal Rule of Civil Procedure 4(i) for serving the United States and its Officers. This Court "lack[s] the power to assert personal jurisdiction over a defendant" unless there is effective service of process. See Mann v. Castiel, 681 F.3d 368, 372 (D.C. Cir. 2012). Without personal jurisdiction, this Court cannot hear Plaintiff's case. Plaintiff is also directed to serve copies of the #3 Motion for Injunctive Relief and #6 Motion for Order on the Defendants. See Fed. R. Civ. P. 5(a)(1)(D) (stating that a "written motion" "must be served on every party"); see also LCvR 5.3 ("Proof of service of papers required or permitted to be served... shall be filed with such papers."). This Court cannot rule on Plaintiff's motions until the Defendants are served with process, and until Plaintiff serves copies of the motions on Defendants and they have an opportunity to respond.
