ORAL ORDER. For all of the reasons stated on the record and those stated in the Plaintiff's pleadings, the Court GRANTS the Plaintiff's #5 Motion for a Preliminary Injunction. The Court orders that the Defendants shall not conduct dredging activities using a hopper dredge during the period of April 1 to December 14 in the area in question during the pendency of this lawsuit.
