REPORT AND RECOMMENDATIONS of the Magistrate Judge that the Court DISMISS Plaintiff's claims re: 1 Complaint. Additionally, the Court should DENY Plaintiff leave to appeal in forma pauperis. Plaintiff cannot sustain any constitutional clai ms against Defendants in their official capacity; therefore, the Court should DISMISS all official capacity claims. The Court should DISMISS all claims against Defendants Bryson, Fields, Whitfield, Coher and Williams. Consequently, to the extent th at Plaintiff asserts a claim regarding his disciplinary reports, the Court should DISMISS those claims. Any party seeking to object to this Report and Recommendation is ordered to file specific written objections within fourteen (14) days of the date on which this Report and Recommendation is entered.
