April 10, 2018 Opinion or Order Filing 24 OPINION AND ORDER: The Court GRANTS Stephen Edward Taghon, Jr., leave to proceed against Kylie Blair, Deputies Kiljoe, VanVynkt, and Rayl in their individual capacities for compensatory and punitive damages for retaliating against him by issuing false conduct reports for his complaining about the conditions of the jail in June and July of 2017, in violation of the First Amendment; DISMISSES all other claims; DISMISSES St. Joseph County Jail Prisoners, Belinda Schroeder, St. Joseph County Jail, Julie Lawson, Michael Grzegorek, Sgt. Fisher, Deputy Brothers, and Dean Heath from this case; DIRECTS the clerk and the USMS to issue and serve Process on Deputies Kiljoe, VanVynkt, and Rayl with a copy of this order and the amended complaint 22 as required by 28 U.S.C. § 1915(d) at the St. Joseph County Sheriff's Department; ORDERS, pursuant to 42 U.S.C. § 1997e(g)(2), Kylie Blair, Deputies Kiljoe,VanVynkt, and Rayl to respond, as provided for in the Fed.R.Civ.P. and N.D.
