| Filing 5 ENTRY DENYING REQUEST FOR LEAVE TO PROCEED IN FORMA PAUPERIS - For the reasons explained below, the plaintiff has not alleged a factual basis upon which to conclude that the condition of the sidewalks is such that he faces imminent danger of a serious physical injury. Thus, he may not proceed in this action without the prepayment of the filing. The plaintiff shall have through November 6, 2019, in which to pay the full Four Hundred Dollar Filing Fee for this action.
