Filing 5 ENTRY - GRANTING PLANTIFF'S #2 MOTION TO PROCEED IN FORMA PAUPERIS, SCREENING COMPLAINT, AND DIRECTING SERVICE. For the reasons stated above, Bigot's Motion to Proceed In Forma Pauperis, dkt. #2 is GRANTED, His Motion for Assistance in Recruiting Counsel, dkt. #3 is DENIED, without prejudice; and this action may proceed on Mr. Bigot's claim of racial discrimination against Officer S. Spillman. Because Mr. Bigot is proceeding in forma pauperis, Federal Rule of Civil Procedure 4(c)(3) requires the Court to order service for Plaintiff. Accordingly, the Clerk is designated pursuant to Rule 4(c)(3) to issue process to Defendant Carmel Police Officer S. Spillman in the manner specified by Rule 4(d). Process shall consist of the Complaint (Dkt. #1 ), applicable forms (Notice of Lawsuit and Request for Waiver of Service of Summons and Waiver of Service of Summons), and this Entry. The Clerk is directed to terminate Indiana Carmel City Court, Unknown Carmel City Traffic Court, and Indiana Carmel City Police as defendants on the docket. (See Order.)
