November 21, 2013 Opinion or Order Filing 6 ORDER granting in part and denying in part 5 Pro Se MOTION to Waive Filing Fee filed by Willie Kimbrough. In light of the fact that plaintiff is unable to submit the initial partial filing fee because he is in protective custody, the court deems i t appropriate to forgo collecting the initial partial filing fee and to require the plaintiff to just make monthly payments of 20 percent of the preceding month's income credited to his account.
