INITIAL Review Order Dismissing Case: 1 Plaintiff's Application to proceed in forma pauperis is granted. The clerk's office is directed to file the complaint without prepayment of the filing fee. The plaintiff is directed to submit an in itial partial filing fee of $5.00 by no later than 9/15/11. The clerk's office is directed to send a copy of this order and notice of collection of filing fee to the appropriate official at the place where the plaintiff is an inmate. The pl aintiff's 42 U.S.C. Sec. 1983 action is dismissed pursuant to 28 U.S.C. Sec. 1915(e)(2)(B).
