Plaintiff Kevin Lee Ross, an inmate at Somerset County Jail ("Institution") filed an application to proceed without the prepayment of fees and costs. Although the application does not include the required certificate signed by an authorized individual from the Institution and a ledger sheet indicating the account activity, 28 U.S.C. 1915(a)(2), Plaintiff submitted a Memorandum issued by the Institution that indicates that as of December 15, 2023, Plaintiff's account had a $0.00 balance with an amount payable debt of $103.96[.] The Memorandum further indicates that Plaintiff's account has not had a positive balance since mid-September. Given the information contained in the Memorandum, Plaintiff's motion is granted. Plaintiff shall make monthly payments of 20% of each preceding months income credited to Plaintiff's account, which shall be remitted by the Institution when the amount in the account exceeds $10.00 until the filing fee is paid in full.
