In his application to proceed in forma pauperis (IFP), the Plaintiff indicates that he does not know how much money he has or how much he spends per month on utilities. Without providing any additional context, he states that a "payee does" know how much money he has and that the same "payee pays all" his bills. Even if someone else handles the Plaintiff's finances, I cannot determine whether he qualifies for IFP status without knowing how much money he has and what his monthly expenses are; accordingly, his IFP application is DENIED without prejudice, and he is ORDERED to submit a revised IFP application with more information or pay this Court's $402 filing fee by March 8, 2023, failing which I will recommend that this case be dismissed.
