ORDER disapproving #10 Motion for Issuance of Summons. Plaintiff has submitted a single incomplete summons with just his name as Plaintiff and the docket number. Plaintiff is required to complete the entire summons above the signature line and date line for the Clerk. He must include in the caption on the line for "Defendant(s)" the name of the first named Defendant in his Complaint. Further, the Plaintiff's Complaint purports to name the Town of Brunswick, the Brunswick Maine Police, and sixteen individuals as Defendants. Plaintiff must submit to the Clerk's office a separate summons for each and every Defendant, and set forth on each summons, in the block that says "To: (Defendant's name and address)", the name and address for that Defendant who is to be served with that particular summons. ORDER denying #4 Motion to Proceed Without Prepayment of Fees and Costs. The Plaintiff attests that his take home pay is $80,000 per year and that he has $500 in the bank and $30,000 in assets. By contrast, his only listed expenses and liabilities are an $800 per month car payment and two $152 traffic tickets. Given that the Plaintiff's income far exceeds his expenses, he has not demonstrated that paying for the costs of this litigation would cause him undue hardship. See Strange v.
