Plaintiff's Motions for Partial Summmary Judgment (28,33) are DENIED, and all claims against Defendants Scott and We ndy Goodman are DISMISSED with prejudice; 5. The State Defendants' second Motion to Dismiss (31) is DENIED as moot; and 6. Plaintiff's Motion for Leave to Amend Complaint a Second Time (50) is GRANTED for the limited purpose of substituting the correct name of the Sheriff of Goodhue County.
