MEMORANDUM OPINION AND ORDER. 1. The Utilities' Motion for Temporary Restraining Order and Immediate Preliminary Injunctive Relief (Doc. No. 13 ) is GRANTED. a. The Tribe shall cease and desist from asserting prescriptive and permitting jurisdi ction over the Project and discontinue with any Tribal Court action asserting any prescriptive and permitting jurisdiction over the Project or otherwise interfering with the routing and construction of the transmission line.(Written Opinion).
