Respondents, and all of their respective officers, agents, servants, employees, attorneys, and persons acting in concert or participation with them, are ENJOINED AND RESTRAINED from removing or causing the removal of petitioner Yonis Ali from the United States until the Board of Immigration Appeals issues a decision on Ali's motion to reopen his immigration proceedings.
