OPINION AND ORDER: Defendants' Motion for Judgment on the Pleadings 26 is GRANTED. Plaintiff's Motion to Deny Defendants' Motion to Dismiss 35 is DENIED. Plaintiff's claims for prospective declaratory and injunctive relief are DISMISSED without prejudice for lack of subject-matter jurisdiction.
