An evidentiary hearing is necessary with respect to petitioner's claim that his counsel was ineffective for failing to file a Notice of Appeal. Petitioner will receive notice of the date for that hearing. The Federal Public Defender's Office will be appointed to represent the Petitioner for the limited purpose of that evidentiary hearing.
