Petitioner's request for attorney's fees under the Equal Access to Justice Act, 28 U.S.C. § 2412(d), is granted to the limited extent that Petitioner is awarded the sum of $23,185.98 for attorney's fees and expenses for all proceedings before this court and the Court of Appeals.
