April 13, 2009 Opinion or Order Filing 6 MEMORANDUM AND ORDER regarding Initial review of complaint. Upon initial review of the Petition for Writ of Habeas Corpus (filing no. 1 ), the court preliminarily determines that Claims One through Seven, Nine, and Ten are potentially cognizable in federal court.
