MEMORANDUM OPINION AND ORDER re: 19 MOTION to Dismiss the Verified Petition filed by United States Of America, U.S. Department of Housing And Urban Development, Secretary of Hud. For the reasons set forth in this Memorandum Opin ion and Order, all of the plaintiff's claims against the United States of America, The U.S. Department of Housing and Urban Development, and the Secretary of Housing and Urban Development are dismissed with prejudice.
