Filing 76 OPINION AND ORDER. For the reasons in this Opinion and Order, Defendants' motion to dismiss is GRANTED in part and DENIED in part. The procedural due process claim is dismissed, and all other claims survive. Plaintiff is granted to leave to amen d his claim regarding his initial detention.
