ORDER TO SHOW CAUSE FOR BAR ORDER UNDER 28 U.S.C. 1651: The Court directs Plaintiff to submit a written declaration, within 30 days of the date of this order, showing cause why the Court should not apply the May 11, 2023 order, which bars him from filing further actions IFP without prior permission, to this and any other such action filed in this district. See 28 U.S.C. 1651. If Plaintiff does not file a declaration within the time allowed, or if his declaration does not show sufficient reason why the Court should not apply the May 11, 2023 bar in this district, the Court will dismiss this action on the ground that he is barred, after May 11, 2023, from filing any new action IFP without leave of court, which he has not obtained in this action. The Court certifies, pursuant to 28 U.S.C. 1915(a)(3), that any appeal from this order would not be taken in good faith and therefore IFP status is denied for the purpose of an appeal. Cf.
