Alternatively, and to the extent that the district court prefers to dismiss for lack of federal jurisdiction rather than for failure to state a claim under 1915(e)(2)(B), Plaintiff's federal claims should be dismissed without prejudice; (2) The Court should decline to exercise jurisdiction over any related state law claims. Any state law claims that may exist should be dismissed without prejudice; (3) The Court should certify, pursuant to 28 U.S.C. 1915(a)(3), that an appeal from this decision could not be taken in good faith.
