ORDER by Judge Claire V Eagan that plaintiff's application to proceed in district court without prepaying fees or costs (Dkt. # 2) is granted. By December 23, 2019, plaintiff shall submit one completed summons, one completed U.S. Marshal Service form (form USM-285), and one copy of the complaint for service on the defendant named in the complaint.
