Filing 17 Opinion and Order - The JCSO Defendants' motion to dismiss 13 is GRANTED and all claims against them are dismissed. The Court also finds that Mr. Lujan fails to state a claim upon which relief can be granted and dismisses all claims against th e nonmoving defendants under 28 U.S.C. § 1915(e)(2).
