ORDER: Plaintiff fails to state a viable claim for relief under 1983, and his claims are DISMISSED. Plaintiff's Motion for Appointment of Counsel #3 is DENIED with leave to renew. Within thirty days from the date of this Order, Plaintiff may file an Amended Complaint curing the deficiencies noted above.
