Plaintiff's Complaint is DISMISSED for lack of subject matter jurisdiction and lack of compliance with Federal Rule of Civil Procedure Rule 8, without prejudice to the filing of an amended complaint. If Plaintiff does not timely file an amended complaint, identifying a valid jurisdictional basis for proceeding and complying with Rule 8, the Court will convert the dismissal to one with prejudice.
